💡 Description

Implement the PDS Homepage based off our MVP design captured in Figma.

The components that will be needed for the homepage are listed as follows (will be broken out into separate tickets for tracking). The listed component names are pulled from Airtable.

With the exception of the carousel, all of the other components have been created.

A single (hero) image was used in place of the carousel component for the MVP.
