💡 Description

Need to create a new task per node for ECS Sweeper and have them run on a schedule using EventBridge, so they do not peak all at once.

Standup Status: working on developing these to see if we can do this manually or if we need this in test first.

@sagar will create a terraform module for ECS to be used by the sweeper.
