java maven project tag prefix v discrepency for snapshot and stable releases #33

Describe the bug When the pom.xml contains a version without a v prefix, the stable release tag hs a v prefix added (it is done manually) but the snapshot tag does not have a v prefix (this is done automatically).

Expected behavior The snapshot tag/release name should also have a v prefix so that releases can be fetched from this url for example https://github.com/nasa-pds/pds-registry-mgr-elastic/releases/download/v4.2.0-SNAPSHOT/registry-manager-4.2.0-SNAPSHOT-bin.tar.gz

pds-github-util has been updated and updates are embedded in the latest roundup action.
