Create mailing lists for public comms

Create general PDS mailing lists for public comms / coordination of open source work.

• pds-users@ - Public mailing list for users to come and ask questions and get help, etc.
• pds-dev@ - Public mailing list focused on development work. Good place for external users to go to communicate about development activities, contribute to the tools, etc.
• pds-pmc@ - Private list for the open source management team(s)
• pds-codeofconduct@ - A private list for receiving any code of conduct violation / concern emails

Lists created. Security settings applied are listed below. @jordanpadams, at the moment you're only person added to any of these lists.

Stuff to think about:

• Do we actually want a separate user / dev list? If the traffic is low enough it might make sense to keep them as a single list.
• Do we have interest in the Collaborative Inbox option?
• I left the "shared label" option off for all these groups (well, whatever the default was). We should consider coming up with a list of helpful labels to use for stuff.

@MJJoyce looks great. we can add more people to these groups later. i like the workspace idea, but lets punt that for now
