"set-output" deprecated in GitHub Actions

According to this GitHub Blog posting, use of save-state and set-output is now deprecated.

The NASA-PDS organization doesn't use save-state in any of its GitHub Actions workflows (so far), but a few repositories do use set-output. These repositories should be updated according to the blog post to transition away from this potentially unsafe practice.

The known repositories using set-output are:
