Inactive Controls not Disabled #51

Controls and forms not available to current user are not being disabled or prevented from being rendered.

@mabenner, please specify which controls and forms should be disabled for which users. Please be as specific as possible.

Applies to all controls below primary tab level across all roles. Current OPM GUI design standards require that all controls for which the user does not have permission not be displayed, or otherwise be disabled and grayed or blurred.
