If a provider type is atypical and does not submit an NPI, there is no way to view the enrollment. Example in the screenshot below is a PCA; they do not get an NPI and the UMPI is not assigned until after approval. Agent/Admin can edit, add/remove COS or review, but cannot view the record in read-only.
Changing the link to view an enrollment from the NPI/UMPI to Provider Name or other field will fix this.
