Create a redistributable test data set #127

Closes #124

Create a set of test data that can reside in the WWSK repository. The test data must be redistributable outside of the organization. The test data should be small, but representative of all supported data stores. This includes:

[x] GeoPackage
[x] WorldImage/JPEG
[x] GeoTIFF
[x] GeoTIFF with JPEG compression
[x] JP2K (Native)
[x] DTED
[x] EHdr
[x] ERDASimg
[x] NITF
[ ] RPFTOC
[ ] MrSID
[x] ECW
[x] JP2ECW

I used GDAL to create a test data set consisting of small BlueMarble images and small 1x1 degree elevation rasters of the supported raster data stores was created with the exception of RPF and MrSID formats (no write support)
