Reestablish the constraint on the size of a GeoPackage produced by a WMS GetMap request. The constraint was relaxed in the WWSK v0.3.1 hot fix for issue #75 (GeoPackage export fidelity), which is superseded by issue #82 (GeoPackage export UI).
