Improve the functionality and utility of the Export GeoPackage form with the following changes:

[ ] Make min/max zoom levels inclusive
[ ] Use the bounds of another layer to set the bounds of the exported GeoPackage
[x] Setting the background color with a color picker
[ ] A style selection component
[ ] Input validations on filename, layer name and id
[ ] An improved download link page

This is a follow on to issue #82
