Stop Vaccination - database level, restart only #917

The boolean to indicate if the parameter should be allowed on restart is present on the "Stop Vaccination" trigger. This doesn't make any sense. How hard to remove from database? If difficult, I will just make a note in the data dictionary.

Table Name ScenarioCreator_stopvaccination Field Name: restart_only

This is a database change, not happening.
