Double Header Blurry Text #919

Vaccination Global and Destruction Global views seem to have two headers?
If you look at the text "changes are not saved to file..." you can see it is fuzzy because there are two layers of it.
This is especially noticeable when you hover over "Save" and one layer moves slightly but the second doesn't.

It looks like the left nav menu is also duplicated. You can tell by the text boldness when on these two pages.

I'm not seeing it, but I couldn't see it very well the first time. Calling this good.
