Duplicate Relational Functions Created #921

When you create a new relational function from the Vaccination Global page (and I assume the Destruction Global page), two identical functions are created.

Confirmed it does happen on Destruction as well. Also checked and it is writing 2 into the database, so not just a display problem.

Commit #c325877 seems to have fixed this issue as well. Sending to testing.

Tested on both Vaccination global and destruction global. Only got one function, as expected. Looks good.
