Replace Population - Message on delete #932

Add additional text to warning message to let users know what happens before they delete the population. Missy still needs to work on wording.

This was done as part of #915, here is the final wording that was settled upon:

Warning: This action will delete production type assignments, remove all vaccination global settings, delete existing vaccination triggers, and delete existing vaccination rings. Note: All other parameter blocks will be preserved and will be available to assign to production types provided in the replacement population.

Changes to this text are easy to make and are located in Population.html

This ticket should be closed with #915.
