Copy Scenario Behavior #945

If you have Scenario A currently open and ask to duplicate Scenario B and have the new name be Scenario C, after the operation is complete, Scenario A opens back up since it was the currently active Scenario.

If you have Scenario A currently open and ask to duplicate Scenario A and have the new name be Scenario D, after the operation is complete, Scenario D opens up since you are duplicating the current scenario.

Is this split type behavior okay? Or do we want to make behavior consistent?

We are going to make this consistent and have the copied scenario always open.
