Similar to #957, apply red scroll bars when dirty.
This set applies to Edit population, which has a right slider but has a specific behavior that is different than other forms. Includes: Edit Population

Don't see red bar, but dialog appears at top. Also, this was a dumb ask on my part since you are stuck in the edit mode anyway and have to save.
