Image Cache "Busting" #982

There are likely multiple urls in templates throughout ADSM that could use a similar change to the one done in commit 50c9dab9.

Changes like this prevent user's browsers from caching images, causing them to display incorrectly upon soft-reloads (like a page refresh, not leaving the page and returning or restarting ADSM).

This ticket will just serve as a place to record which links were changed and when.

@BryanHurst This ticket should be tested by looking at the code more than by trying to find bad actions in the program itself. You should look through and see if there are any images I've missed, when we're confident we've caught them all we can close this.

@missyschoenbaum for this, we just need to test that there aren't any images (graphs) that aren't loading.
