Refresh screen fails - only on screens without 3 panels #987

I am not getting a refresh on Apply. However, this only happens when I have "whole" screens, which includes tabs Scenario Description, Controls, and Output settings. There is a flicker like an apply, and it actually does save (I changed count of iterations, and it ran the amount that I had changes to).

Steps to recreate: Open App, open Sample and save as to new file name. Go to tab Output Settings, change iterations from 10 to another number (100) hit apply button get flicker for save (also, if results are present, the red Delete Results and Apply changes still shows) Looking at screen, 10 is still showing in Iterations (however, new count actually ran). Also note, a second apply fixes it (sometimes, other times apply not available)

Not sure how to classify this. It is a high priority from an annoyance standpoint, but in the big picture everything is working and we can Known Bug it if needed,

This has a different action when I run it with the newest update (not numbered bump). I have a new modeling machine, installed fresh and I hadn't run NPU on my main machine since ? Now, when I go through steps

There is no red edit bar showing (shows on first apply) Change again and apply, then change happens and Blue Apply is back

Eventually, I get it to change but takes 3 applies.

Looks like the "Delete Results and Apply" button is no longer applying - and only deleting. Which is definitely a new action. I'm looking into it.

I also noticed that it leaves the "Results" in the status button, even when the CMD says output deleted.

Bug related to #862. Current work around is to apply twice on all pages.

That should fix it, @missyschoenbaum let me know if you are not happy with how to functions panel closes.
