Add conda lock file #118

@LeandroRitter @clami66 I added you as reviewers but this is really just to inform you about the changes. I added a script to generate a conda-lock file for the github action. This eliminates the need for conda to do dependency checks and speeds up test runs; the downside is we now do not run with --use-conda so the conda files for each rule are not tested. I don't think that matters much, but I thought I'd let you know.
