Add instructions for recipient scientists on what they will need to do / provide in order to access SCAPIS data through DGX-2 #581

Should contain all necessary information, and nothing more than that. Less text means more likely that people will read it.

Could go on a separate heading "Getting access" or similar on the SCAPIS preview page for now. We can move later if we think of a better place for it.
