SIEM and monitoring

I haven't used it before but their other stuff is good so I would like to use VictoriaMetrics logs (https://docs.victoriametrics.com/victorialogs/) for log storage.

Set up victorialogs for log collection. Probably easiest as a docker but can use binaries and run without container if desired.

This should start out very simple, literally just starting victorialogs with storage bound in from somewhere.
