Switch to snowpack for dev server #89

Similar to NBISweden/theherdbook#110 and NBISweden/theherdbook#108

Building with snowpack fails at the webpack-wrapper, so we will stick with esbuild for now. I put the long incantation in a script so that it's easier to read and update.

Not sure what you mean by shakeup? The intent is that there will only be one nginx setting. No dependency on if the dev host is up.
