Please describe the feature

As a mimir admin, I want emails to be forwarded to users so that they can verify their account

Detailed description

[x] Users should get an email to verify their account
[x] Users should be able to request email resend

Acceptance criteria

[ ] Emails are sent correctly to recipients
[ ] An nbis smtp account is used to forward emails
