Okay, there's some really odd error regarding Quarto using Conda, which I've seen before, but have yet to find a solution for, despite trying. Not sure if it's something with Quarto, Quarto in Conda or the interaction between Quarto and Conda, but it just doesn't work as it is now. I think we can disregard the related actions at the moment in order to prioritize getting the new material into main and try to find another solution later.
