Addresses #187: brings in manage_externals as a subtree (v1.1.5) and then uses that tool to replace the subtrees for pyAverager, pyReshaper, PyConform, ASAPPyTools, and ilamb.
Testing: verified that (NPL) still builds with ./create_python_env -machine cheyenne, though I don't have a great sandbox for actually running the diagnostics anywhere (only sandbox I have is a branch using some BGC diagnostic tools that are not available on master)
