update for MPT/5.19 on cheyenne;
update to ocn timeseries diags MOC input variable list to pyAverager specifier
fix for monthly chunking in single variable timeseries generation
update test ration script for DAV

Tests:

MPT/5.19 on cheyenne tested with simple mpi ration script and single variable timeseries
timeseries chunking tested with 3 years of monthly atm data from a CESM1.3 run
added TEMP and SALT variables to annual moc and monthly moc ocn climo files for timeseries diags
