Action to deploy docs #51

Summary of changes:

adds deploy.yml that builds the skeleton docs added in #48 and deploys them to github pages using github actions

See this deployment action running on my fork and the successful deployment from my fork. The deployment will only use my personal website when run from my fork. It will automatically use the desired ncar.github.io/CUPiD when deployed from this repo
