documentation remnants from csh build

There are some remnants from the csh build system in the documentation, e.g.

• [x] QuikSCAT.rst. Note #352 This converter is old, I think NASA provides netcdf versions of the data I built a version of HDF4 on Cheyenne at /glade/p/cisl/dares/libraries/hdf. This version is built without the hdf4 netcdf apis. If you build with ndf4 netcdf apis you get name conflicts with netcdf (required for a bunch of dart utilities).

• [x] lorenz_96_2_scale/shell_scripts/run_expt.pl spin_up_model.pl. I edited run_expt.pl so it runs with the latest DART, but these perl scripts are 18 years old and pre-date preprocess. I'd like to just delete them.
