Use case

Icepack or CICE-SCM (single column model)

Is your feature request related to a problem?

We have a version of cice-scm on the quantile_methods branch, however this does not have the correct author attributions, and development has probably moved ahead since the original work was done.

Describe your preferred solution

Icepack/cice-scm model mod with latest developments and author attribution
Icepack observation convertors (I'm not sure whether there are new converters - maybe applicable to CICE and icepack/scm)

@marlee see commit https://github.com/NCAR/DART/commit/0932d47638f406707ae7adca25cf9c0b471ef249 for when the cise-scm model was removed from qceff. You could grab these files and commit them to a new branch from main.
