The 2 important commits in this PR are not in the ideal order, but hopefully that doesn't matter. Please check, if you are able. Also, this NCAR/DART_CASES page came up with the base branch = master. I changed it to f.e21...

The 2 important commits in this PR are not in the ideal order,

the only important change is that the repack script is repacking 2017 instead of 2016. What's the other one?

I considered the update of my local branch from NCAR/DART_CASES to be an important commit. I agree that the 2016->2017 change is the only important change coming from me for the 2018 run.
