New deprecation warning for NCL #201

Added a deprecation warning for NCL after meeting with @kafitzgerald, @negin513, and @erogluorhan.

Thanks, Brian. I appreciate your effort in this regard. Here's what I'd like to see:

Change the first sentence after the warning to this one:

Within the limits of the above deprecation notice, the NCAR HPC environment

supports the use of NCAR Command Language (NCL) both interactively and in batch mode to analyze and visualize data.

Otherwise, the notice and the package description appear contradictory. My suggestion hopefully ameliorates that sense.
