Description:
Same as GSWP3V1 control (ctsm51_cesm23a16bctsm51d130_ne30pg3ne30pg3mg17GSWP3V1[1850AD,1850pAD,1850], Issue #1) but "split overlap between snow and surface water rather than reducing only surface water" per @swensosc .
Purpose is to assess whether this has any effect on vegetation viability at high northern latitudes.

First attempt at this run stalled at year 37 for no reason that I can see. Resubmitting with more frequent restart files.
