This PR adds a new ocean.stats.intel. Answers changed due a PR to NCAR/MOM6 that fixed time-mean diagnostics due to the lag between the ocean and the other components. See following PR: https://github.com/NCAR/MOM6/pull/40
MOM_parameter_doc.* are also being updated to reflect recent changes in NCAR/MOM6.
This PR also updates MOM_input, MOM_override and input.nml to the latest version used during tests. These modifications do not lead to change in answers.
