Add constant background viscosity KD to latitudinal dependent formulations, if any.

Closes #238

This could change answers for a lot of experiments, and at the very least probably needs an answer-change flag.

I have raised this at GFDL but have not yet heard any feedback. It might be a good idea to either raise this at the biweekly MOM6 development call, or discuss this at mom-ocean (https://github.com/mom-ocean/MOM6/issues).
