Option to add frozen and liquid water fluxes from GLC #246

See description of what's needed in https://github.com/ESCOMP/CMEPS/issues/371 These fluxes should only be allocated when GLC is active.

Here is an example (seaice_melt) of how to add a new water flux into MOM6.
