Update CVMix submodule #297

The Stokes MOST changes are available in https://github.com/mom-ocean/CVMix-src, so we can update pkg/CVMix-src to point to the latest commit (https://github.com/mom-ocean/CVMix-src/commit/3ec78bac8306ef2e61a33e0c4beafa0875a2c787)

@gustavo-marques I think you're in a better position to actually test this all out, but I'm happy to walk you through the process of updating the submodule if you haven't done it before
