Update obs path #273

I backup all the converted obs under : /glade/campaign/mmm/parc/jban/pandac/obsiodav3_intScanP_20230927 . For radiance obs, it includes integer sensorScanPosition already. Need update obs path if we use latest code which includes the commit https://github.com/JCSDA-internal/ufo/pull/2916. Reference issue: https://github.com/JCSDA-internal/mpas-jedi/issues/903
