Fix linking satbias file if no obs file exists #292

Describe the bug When doing VarBC but the observation files does not exist, we link the satbias from previous cycle. However, the following error happens because the file is not found:

HDF5-DIAG: Error detected in HDF5 (1.14.0) MPI-process 75:

This is because the variable CyclingDADir already contains the cycle date information
