netcdf integration tests fail when using serial netcdf build #1917

I have tested this in github workflows and on the cheyenne system. On cheyenne:

Currently Loaded Modules: 1) ncarenv/1.3 2) intel/19.1.1 3) ncarcompilers/0.5.0 4) mpt/2.22 5) conda/latest 6) netcdf/4.7.4 The following tests FAILED: 37 - tst_async_multi (Failed) 38 - tst_ncint_async_perf (Failed) 39 - tst_ncint_perf (Failed) 40 - tst_pio_async (Failed) 41 - tst_pio_udf (Failed)
