A couple of minor changes #29

  1. remove (Nsw, Nrs) "_Fi001" from file name.
  2. make --fine_radius optional (default 0)
  3. introduce develop option that turns on writing intermediate ".dat" files, writing ridge variables that are not used by CAM (currently they are on the topo file - remove), print statements and other files used for development and not production.

all tasks complete except for not writing fields to netCDF file that are not used by CAM. @JulioTBacmeister
