Add Child: Laser temperature scans #155

A child to scan the laser temperature and read a power meter is desirable. This will help with the summer student working on making a Doppler free laser reference and allow for the receiver elements to be scanned in wavelength.

Forgot to note when this was added...but it is done and operational.
