add config files to revision control #158

The current idea is to have a control in the main contianer to specifiy which unit is running, and grab the correct config files based on that.

The current directory is ConfigureFiles, and all of the files are just sitting in there, either staying out of revision control, or being manually edited to the specifics of the setup each time they are needed.

When i work on this i need to make sure to fix the config files for the python read in, affects header information in NetCDF files and CFRadial files.
