I would like to add a check, perhaps every time the etalons are checked, to check if all the TEC and Diode Controllers are on. It is possible for them to be "off" and still returning values. I would like a warning to result if any, that are supposed to be on, are in fact off. That will allow some more robust operation.

Added this fix to the "CheckLaser" case in the command interpreter. It is not working in the "LockLaser" case but that is irrelevant because all lasers are checked before they are locked. Program running on all 5 MPD systems today. Tested yesterday on MPD01.
