Move the python header configure file #250

Currently, the python header configure file is common to all dial systems. This means that the changes can not be efficiently stashed in git. Should make these files local to all machines and make multiple copies. The main thing this will change is the python function will have to read the main configure file to figure out what dial system it is running on.

The only real information that was in the header file before that has nto found its way into the data files is the location of the instrument. There is another issue currently open that requests GPS info to be pulled into the data stream from the router. Not sure how to do that, but I am planning to tackle it instead of maintaining these header files.
