Add control of Quantum Composer #252

This has been in and out of the repo but this shall track the development to add Quantum Composer control starting July 2019. Need to be able to talk to the device and control most of the basic functions in a user friendly and reliable manner.

Now testing quantum composer controller on MPD 2 and MPD 4. Will put it on MPD 01 this afternoon. Still in the state where reading state is working but still need to work on fault tolerance for setting the state.

Program seems to work well but sometimes the quantum composer simply locks up. Once that happens...I don't have a plan to bring it back elegantly. Need to try to turn down the number of times I talk to the system to try to reduce the locking up.

I think this is actually closed. Will address errors as they pop up, but for now I have control of both the quantum composer, its initialization, and all the switching needed for scanning the receiver.
