Description: Same as #282 except

gw_qbo_hdepth_scaling = 0.25D0 -> 1.0D0

Goal: Increase phase speeds of non-oro GW to get stronger but hopefully not faster QBO

Case directory: Locally (if still available): /glade/p/cesmdata/cseg/runs/cesm2_0/f.cam6_3_112.FLTHIST_v0c.ne30.non-ogw-ubcT-effgw0.3-qbo-hdepth.001

run stopped. This parameter has no impact.

The issue with this run was that the default in LT is:

gw_qbo_hdepth_scaling = 1.0D0   (and not gw_qbo_hdepth_scaling = 0.25D0). 

We have started a new run with

gw_qbo_hdepth_scaling = 1.5D0
