new coupled run 1 - run 66 but turn off ice frac mods (hold) #446

Purpose of the run

continue to revert mods back to 26g as our fallback -- here turn off the ice fraction mods:

cldfrc2m_do_avg_aist_algs = .false.
cldfrc2m_qist_min = 1.e-7

Actually I may just combine this change with adding the vap_deps limiter. Hold of on this run until I take a closer look 68.

Gonna sleep on this one. Been enough juggling different runs for a day. If it makes it easier for anyone, we have a cold track (26g, the 'fallback', 66 currently) and a hot track (everything else), and this run request is regards to the next cold track run. The primary divergent point of the hot and cold tracks was the switching of additional clubb diffusion=F in cam6_3_059.
