Remove optional keyword from CCPP metadata (8 hours) #407

Description

The CCPP Framework committee has decided that the CCPP will not support optional scheme arguments. They have replaced with the active metadata keyword.

Solution

Remove the optional keyword from capgen, prebuild, and all existant metadata files.
