[ccpp_prebuild.py] Cleanup: remove legacy ccpp_api.F90 #442

Description

File ccpp_api.F90 was useful in times of the dynamic CCPP build, nowadays this file does nothing except forwarding a single type defintion (ccpp_t).

Solution

Remove ccpp_api.F90 and change use statements in dependent models.
