Remove unused and no longer usable NEMSfv3gfs regression test scripts

Fixes https://github.com/NCAR/ccpp-framework/issues/446

Testing: none needed.

(Regression testing will be done in the ufs-weather-model regression testing framework before this PR gets merged).
